There are three towns in Fairfax County - Clifton, Vienna, and Herndon

Falls Church and Fairfax are cities.

Everything else is unincorporated

You can't. There was a law in the 60s that said no new incorporations once a county uses urban county executive form of government. You are stuck with the Fairfax County Board of Supervisors.

This is correct. McLean has a civic association where you pay extra but it’s not a town. Cities are completely separate from counties in VA. No overlap at all unless one pays the other for services.

Towns are parts of counties. Towns operate some services like zoning and have additional police, but do not have independent schools from the county .

This is different from how things work in Maryland.
