That they are registered on the election rolls! They can vote for whoever they want behind the curtain.

DC allows illegal immigrants who've only lived here for a month to vote so long as they register as Democrats but independents who are citizens who have lived in (and paid taxes to) to DC their entire lives aren't allowed to vote in primaries. It's crazy.
