Open to domestic? Charleston SC or New Orleans are great trips that are really affordable at that time of year. Depending on whether you drive or fly, and where you want stay, you can make both work for your budget. |
Do you have miles for the flights? If you are OK taking your chances you could book something fully refundable to Florida and then just cancel if it is not going to be warm. We did that one year and got lucky - had great weather and an awesome time near Ft Myers. Just stayed three nights so it was pretty affordable (<$2K) and still felt like a nice getaway. |
New Orleans is good if you leave before the 31st. It gets very crowded and more expensive with the Sugar Bowl crowds arriving for New Year's Day. |

They aren't warm though. Last year the Florida Keys were too cold to swim that week. |
Peoples' tolerance for cold varies. I swam in Palm Beach that week last year. Finding someplace like Charleston or Savannah could be perfect on a tighter budget because of this idea that they're "too cold for a warm vacation". They'll still be pleasant, and a heated outdoor pool could be lovely! |

Florida keys will most likely be fairly warm. Last year we stayed in a house with a heated pool during that week and were able to go boating, fishing and snorkeling. |

Then you should also avoid most major US cities, as they have higher violent crime rates than Colombia. Also avoid many parts of level 2 advisory countries that have higher crime rates. |
Another vote for Charleston. We went the week between Christmas and New Years just before COVID. My kids loved it. |
