Co-worker is a poser who steals ideas and is trying to edge me out

You sound pretty insecure. Why do you care if this person takes on part of your portfolio? Not enough to do? No desire to grow yourself?

I’m too busy to be territorial like this, particularly since my job is secure. Who cares?

I'd look for a new job - lateral move. You might be first on the list to push out when they need a slot or more budget. Even as a fed. Only you can tell if this is a possibility. Don't be complacent unless you can. If you can, then stand up for yourself.

Absolutely. People like this won't change. They use everyone around them and many coworkers fall for their bs. Don't share anything good, keep the I don't know yet, I am thinking about it, the idea is no ready type of answers as a first option to her. Never share, never try to help, never try to please, this kind of people only take.

At this point, she must have convinced your boss she is great, so you can't say anything, you have to let her crash on her own. And if your boss tells you to help, agree and do that empty help. I had this happening to me and the person with half my IQ got promoted.

Good luck. And don't change jobs. There at least one of those in each office.

Share as little as possible about your actions/work; freeze her out of your business. And if you share something, be strategic-- I recommend giving misinformation occasionally to throw her off the scent.

Don't forget to manage your emotions. Vent here, but don't do it at work.

Thw outcome will depend on how higher ups perceive her in comparison to you, not the work. Entirely possible she can harm your career. Either put her in her place one on one as PP suggests, decide she's not really a threat bc you're perceived better/have very strong relationships, or start looking for a lateral. Make a risk assessment but remember mgmt is lazy- does not care who does the work and take the easy way out.
