NP - my guess is this issue is because MCPS is still using the discrepancy model for reading disabilities, i.e., significant discrepancy between reading level and what would be expected given IQ. So, a lower overall IQ would need substantially below grade reading scores for MCPS to provide services.

That said, I'd address this issue now. Having done a lot of research into literacy programs and the evidence (or lack thereof) for them related to my ES kid's issues with reading, look for a psychologist or SLP or educator who specializes in reading. Beth Cianguilli at Stepping Stones Therapy is one I know of, there may be others. Good luck!


When you say substantially below grade level, does a few points below grade level count? DC mentioned seeing 216 on screen.

I'm wondering whether to ask for an IEE


A 216 is at the 62nd percentile for a child in the spring of 5th grade for MAP-R (see this calculator: https://sites.google.com/view/nweapercentilecalculator). Who is telling you that is below grade level?

DC had an IEP for SLD that was dismissed this year (reasoning was DC has low IQ) and now this. With support DC was average, but never below grade level. DC was upset with the score and I don't know how to proceed.


They clearly need support, and you have a good case for it.

Those tables match the PP report of 216 correlating to 62 percentile for 5th grade spring.

OP - are you understanding what percentiles are? From the same page:
“What do MAP Score Percentiles Mean?
A score in the 50th percentile is considered “average” – meaning it is right in the middle of where students in that specific grade score during that time of the year. A score in the 95th percentile means that is it better than 95% of other children in that grade level during that time of the year.”

In other words, your kid is above average.
