J Crew Factory is the kindest option for the 11 y/o and probably is the middle ground in terms of the styles your describing. Tea would be great for the younger kids but most of their stuff does not look tween.
H&M and Zara’s children’s lines would accommodate this but doesn’t sound like the right aesthetic for either family. |

This looks like a great option for OP. That said, my 10 year old would still rebel hard at being made to wear anything on that site. I guess it depends on OP’s 11 year old and how strong their clothing opinions are. |

Since you said the dc likes beachy clothes, maybe look at HawaiiHangover.com They have stuff for boys, girls, men and women in matching fabrics. They are Hawaiian themed fabrics but some are subtle.
