Welfare checks are anonymous. She would have to do a subpoena to access the 311 call. Trust your gut. There's a reason why you keep having the feeling that something's wrong.

I believe the police, who does welfare checks, doesn't tell the person they're checking on who called.

Maybe she doesn't like you because you're a creeper who stalks her social media but doesn't interact in person like a normal human being. There are all kinds of options for monitoring who has seen your posts/content on pretty much every site...
