At what age do you place a priority on “development”?

For baseball, I find really young kids (4-6 y/o) easier to teach proper hitting techniques and ground ball fundamentals because they don't have any bad habits to break.

A 12-14 year old has years of bad habits to break. And yes, they can field a ground ball or hit a baseball, but it doesn't mean that they're doing it the right way.

The key is to keep the skills training fun. Around 8-9 y/o when their motor skills and athletic ability start to really pop, if they have the skills/fundamentals and get apply it in a game, a huge light bulb will go off. They'll be hungry for more skill development.
