If you are tailgating at a horse race, you do not dress up. This is not the Kentucky Derby, Royal Ascot or Breeder’s Cup.

I used to go to an annual steeplechase in NJ. I’d suggest wearing a sundress (if you like florals and colors, this is a great event to wear those colors/designs), and bring a cotton cardgan in case the weather is chilly. It will be easiest to use the porta-pottys in a dress! I’d team with a sunhat with a floppy brim - you don’t need an elaborate hat but many women will wear hats and it is practical if it is a sunny day (speaking of which, wear/bring sunscreeen!). For shoes I agree with PPs that it will be grassy, uneven terrain and quite possibly muddy so I’d wear low wedge espadrilles and bring rain boots in the car and if it is muddy upon arrival I’d switch to the boots. Have fun!

Research how many horses die every year from the horse racing industry.
Also research how many retired race horses end up in slaughter houses.
What kind of hat and fancy hat you wear can’t hide the cruelty that goes on at horse races.

+1 Turn down the invitation. Educate yourself about the horse racing industry and the monstrous animal cruelty that these spectacles perpetuate. Its absolutely heartbreaking. Once you understand what you would be participating in by attending, you may reconsider whether it's something that you want to get all gussied up for.

This. It’s appalling I don’t know why it’s still legal. It is as bad as bullfighting.

The answer to your question is leather pants and a top with boots.
