Adam should have returned the ladder to the shed. Adam should offer to pay for at least a partial replacement. If I were in Ben's shoes, I would expect a partial repayment. If Adam doesn't want to offer money, that's fine, but Adam would not be allowed to borrow from me again.

They should have texted you to open the shed. They should replace it.

Neighbor A should offer to replace.

If I were Neighbor B, I would probably decline. We live in a single family home area and leave random stuff out all the time. I would consider someone dropping off item on my door or driveway returning it.
