HS soccer - water breaks - is this something to be concerned about?

I've landed on this is borderline hazing, I'll keep an ear open but am not overly concerned with current weather, and will remind my child to know herself. This team is not a defining component of her life right now.

The weather is not the issue. It's the mad philosophy.
It reveals a crazy approach to coaching that won't be restricted to just this directive

I can't believe so many people are saying this is kinda okay

There are heat guidelines that school officials must follow for both practices and games: https://cdnsm5-ss19.sharpschool.com/UserFiles/Servers/Server_2822194/File/VHSL-SMAC-Heat-Guide.pdf

On the first page it states in bolded text "It should be emphasized
that athletes should have free access to readily available fluids at any time, not just during breaks."

I should have added, that this document is to cover the school's butt, and provide some distance from their staff. It is incumbent on you or the student to establish if these rules are not being followed. If you have a problem with how a school official (e.g., coach) is managing practices/games, I would suggest going to a school administrator and ask for discretion in how they handle it with the coach.
