Unsure of the specifics of the incidents, but these are children and the clubs have a duty to protect them. If they felt that the MLS was not doing so, they were right to leave.

Respond accordingly? What the hell does that mean?
The tournament should have kicked the Croatian team out after the incident. Until more teams like the Red Bulls start treating this seriously, nothing will change.

There’s another thread around here that linked to the U15 US ID clinic invitees from the area, and while it was mostly MLS Next players, there were a few ECNL players as well. So no, it’s not set in stone.

Show me the final pool of any age group over the past year that wasn't 99.95% MLS and International Academy players.

The initial regional list is just paper.
