RMSC is a private organization that "collaborates" with the county. Rays and other summer pools are strictly done by the county.

Well RMSC Rockville has its own autonomy from RMSC as a whole (the Rockville piece) where as the county part of RMSC is the Montgomery piece. The decision maker for RMSC Rockville is also the longtime coach of the Rays.

There is one family who used to swim with the rays year round and only comes back for the summer because they moved. But I’d wager that of the 60 A meet kids 56 swim for the rays year round.
