Where in the US/world are dog owners the most polite? Considerations enforced?

The OP asked about owner behavior, not dog behavior (I realize the connection between the two). And as a former resident of Paris, I can tell you that even in the fanciest arrondisements of Paris. the sidewalks are covered in dog shit. So I would not count "pretty much any place in Europe" as a place with considerate dog owners.

I have to agree. France is also where I saw dog owners kicking and hitting their dogs in public. Sad.

I remember my Parisian dog shit year fondly. But, Paris passed a law that you have to pick it up now.

Probably Japan, since it's a very courteous culture in general, where public behavior counts for a lot in one's social capital.

Actually, the DC area is the best I have lived in for considerate dog owners, mostly because laws are typically enforced.

In the south, pets just roam free and they may attack or get hit.

I'm not quite sure what you're looking for. I agree about leashing your dogs and being courteous about your dog. But what does "letting your dog bark" mean? I would never let my dog just bark in the back yard but short of cutting his vocal cords I can't stop my dog from the random bark.
