I get these Fruit of the Loom mesh in either bikini or brief style from Target.

Some are but most aren’t. As mentioned above, look at the gusset. Most leggings have a single thin layer in the gusset, usually material as the leggings. Your underwear have a double lined gusset. If you are going to wear leggings in place of underwear don’t you think they should too? Companies are cheap though and use the least material and least effort as possible when constructed clothes
