Why were the students and staff kept in the building for 8th period when it was known that there was a threat? Why wasn't everyone evacuated to the fields immediately? It was almost an hour when the day ended and students with a 9th period were told to go to the stadium.

I was thinking the same thing; why were they sheltering in place if there was a bomb threat instead of immediate evacuation?

Obviously the threat was greater for not sheltering in place.
