Is it appropriate for a practitioner to share a suspected diagnosis they are not qualified to make?

Some are allowed to say "I do not diagnose but I see some characteristics in your child that are similar to children who have been diagnosed with XYZ so I feel you should get further evaluation and testing from a specialist such as a BQZGD Doctor."

Was it a Developmental Pediatrician, or a Neuropsychologist, or did they just tell you to call Children's?
