Police are empowered to decide how to handle a complex situation. Were they annoying? Yes. Was it a big deal? No. Would it have turned out poorly if mobs of police confronted this large group? Probably. You can't strong arm everything. We don't live in a military state.

The reckless driving might just be “annoying,” but clearly allowing it to go unchecked led to escalation and people getting shot.

There are literally hundreds of videos of these reckless idiots crashing into lamp posts without being chased. So let police chase them and if they run into a lamp post that's their own fault, they were bound to do that anyhow. Plus, they should have complied and not run. The responsibility for wrecking rests on themselves.
