Worthless report

You really need to talk with the evaluator.

In DS's case, we had a school that was actively refusing to see the issues because they did not want to provide resources. So the school filled out their reports to indicate no problems. The evaluator could see the issues when she evaluated DS and our parent report was consistent with what she saw. So she dx'ed ADHD based on our reports, her testing and her observations of DS during the day she spent with him.

I recall she even put a line in the report that it was strange that the school reported no issues when she clearly observed them even in a 1:1 setting with few distractions, and when they were present in all other settings.
