Should I call IRS? No refund after 21 days

I sent my tax return in on paper and am kicking myself. DC sent their refund within two weeks but no word or check from the feds after two months. When I checked on their website, they have no record of it--but also say you should wait six months before you file a lost form complaint!

Same boat. Sent in my paper return on 3/21 and no sign of it on the IRS website or of my $20k refund.
