As a fed who works constantly with our attorneys but not an attorney, I see no issue with attorneys being fully remote. I have a lot of issues with program offices, IT, records, HR and secretaries being remote, but don't ever have an issue getting ahold of our attorneys. In general though I don't think remote is working well at our agency for program offices though.
Some of the reason is likely that our attorneys still have to "bill" their hours to programs, so it maybe keeps them more accountable? Or maybe they're just more professional. They're also frequently available by calls and video chat.
