DC got in that way and we know of 3 other children who I knew for a long time. They did not get in the freshman round but all got in the sophomore round.

Yes. I was surprised to find out that they are allowed to take as many kids as they deem merit admission. Obviously that does not mean there is no limit but it is not based on the number of dropouts.
I cannot share the school as DC is one of two children from our HS. Other 2 kids where from two different HS that I know because we competed with them and know they are exceptionally good students. I was shocked when they did not get in and happy that all 3 got in the sophomore round.
Teacher recommendations are a big deal. I got emails from 2 of DC's teachers during 9th grade appreciating how much they enjoy having DC is their class. Needless to say we asked for their recommendation along with one other teacher.
I would say just focus on 9th grade, do well, ignore the noise.
