Yea, these usually have metal plates over them or are coned off. Even if Arnold knew it was originally used for work, when they seemingly finished the work and then didn’t fill it for weeks, what was he supposed to think?

He got in during a circus of a recall for promising to get rid of the vehicle tax, which he did and then it had to be reinstituted a few years later because the revenue was needed. What good did he do? He was known to sexually harass women he worked with and had a child with their housekeeper while married to Maria Shriver. He's a pompous ass.
