Can declines be rescinded?

It’s easier for them to take a kid they already accepted than to go through administrative pain associated with going to the WL. In extending the original offer of admittance they judged that this was a better candidate than the kid they put on the WL.

You’re playing devil’s advocate and I wonder if you even have a child in an independent school (in this area).
OP, unless you’ve applied to a school that still has open spots and no waitlist, it’s not happening. There may be some out there.
