I think anyone can contact the DMV and report concerns about someone's driving and they investigate. It may have even been the neighbor who contacted the DMV. Are you sure this was from the police? Regardless, it really is a gift. Many of us are in the dark about how our aging parent's drive. If she gets her license back, you will know she is good to go. If she doesn't get it back, you had an easier time than 90% of people trying to convince their parent to stop driving.

+1 It has to have been the neighbor who contacted someone. She probably has witnessed your mother driving erratically and felt this accident was the final straw. My father (years ago) got into two single driver accidents where he hit things (not cars or people). After the second one, we said he had to stop driving and he wasn’t happy. I said I didn’t want to see him on the news bc he plowed down a sidewalk and into a store killing people. He understood that. When it is time, it is time. The fact that Op’s mom isn’t putting up a fight means that she knows it’s time. Better to be safe than sorry.
