It’s usually not HR that decides, but also yes, if they have one candidate they want and can justify it based on something concrete, they don’t have to do any interview. Some places force interviews for all qualified candidates if you do one at all for anyone. |

I did, no response yet. My point is that there is someone in the advertised position as “Acting” so I’m thinking the announcement is a formality. But who knows? |
| From the hiring side- it's not clear to me either when candidates receive notices from usa jobs. I try not to click anything until I have the candidate I have interviewed and want to hire. |
