Van Ness itself is sleepy, but it's walkable to Tenleytown and Cleveland Park restaurants, and not much further from Woodley Park, Adams Morgan, Dupont, etc (I would say walkable, but I lived there pre-kids). Check out Van Ness North -it's a coop building with large apartments, lots of services, and a pool, and I found that renting from coop owners there was cheaper than many local rental buildings.
Peter Pan runs a bus directly from downtown Silver Spring to NYC -- you are starting out a little north of DC, so the ride is a little shorter. Downtown Silver Spring is very walkable.
First find daycare that you are comfortable with and has availability (it is super tough finding infant daycare in these areas), then figure out your location. Those are all good locations, and perhaps SS makes most sense since it will likely be most affordable and most convenient to both Dupont and Union Stn. If you can swing Dupont, I would do it in a heartbeat even at the higher price, I very much miss living there--I just worry that you wont' find good quality daycare that is available NOW there and think you'll have a better shot in SS.
