It was started by the Navy Officer’s Wives Club of Washington DC in 1959. It was first for former Navy and a marine Officers, then they expanded it to all military, then they expanded it to federal retirees who were GS14 and above.

It's a nonprofit, the mission of which is to provide elder care to military vets and their spouses. Nothing nefarious. Plenty of nonprofit groups have similar arrangements.

I'm not the PP who asked, but I think the question was why officers and senior GS, not enlisted vets. I assume because they want to be among people with similar education etc.

I had actually never heard of this place so I'm grateful to the thread for bringing it up.
