It was started by the Navy Officer’s Wives Club of Washington DC in 1959. It's a nonprofit, the mission of which is to provide elder care to military vets and their spouses. Nothing nefarious. Plenty of nonprofit groups have similar arrangements. |
I'm not the PP who asked, but I think the question was why officers and senior GS, not enlisted vets. I assume because they want to be among people with similar education etc. I had actually never heard of this place so I'm grateful to the thread for bringing it up. |
