Where do you live OP? Pgcps has an annual write a book competition in a wide variety of genres. You could look for similar programs in your area?

That's awesome--I was like this too.

There are a lot of reasons not to focus on publishing, but one in particular would be that if she wants to publish later, she will not be a "debut" if her previous work has an ISBN. She would have to disclose this and sales numbers if she wants to get an agent, and the sales numbers of a self-published book will almost always not be considered desirable for what a traditional publisher would be looking for.

I'd suggest she put more into the idea of developing a daily writing practice, reading widely, writing in different formats/genres, and most of all an emphasis on finishing a project and then revising it.

Recommending "How to Write a Story" by Kate Messner and "How to Build a Story" by Frances O'Roark Dowell.

My sister was like this and my parents really encouraged it. She used to write stories and then read them for us at the dinner table. She also did some creative writing camps in late elementary school and middle school. By high school, she was on the student newspaper and submitted a lot of writing to things like the Reflections contest. She ended up with an MFA in creative writing and is now a published freelance writer.
