In DC a portion of your water bill is calculated based on your property/structure sizes and has nothing to do with how much water you're actually using. It's just an additional fee. Per PP's bolded explanation above.

Great q - you probably have to contact them. The amount is listed on your bill as “clean rivers.” By way of example, last month my bill was $250 and $68 of that was this fee.
