Not PP but I remember hearing that there’s virtually no punishment for people who skip out on tolls on the Dulles Toll Road.

No idea where you heard that but I've seen cops hang out to get people who go into Dulles just to look like they were dropping someone off, and given that toll booths all seem to have cameras these days I think that's pretty unlikely
