Is this dyslexia?

Could be, also could be eye tracking issues, ADHD, or something else. If you have concerns definitely get them checked out!

A couple of other random questions that aren't surefire indicators of dyslexia but could help form a picture:

Can they rhyme?
Did they crawl or did they go pretty much straight to walking?
Can they distinguish a 6/9 and 5/2?
Do they have strong fine motors skills?
If you point out the word "the" randomly and without context, can they identify it?

NP, my daughter could never rhyme but had great fine motor skills and crawled early, then walked early. If you are concerned- getting private testing. Don't rely on the schools for anything.
