Fat % going down, BMI going up

you could definitely be putting on some muscle, but it is hard to tell from a 3 lb change in weight and a 1-3% change in body fat. Body fat measurements aren't' 100% accurate and scale weight fluctuates for any number of reasons.
how are your measurements looking? Are you also taking pictures to track progress?

As others have said, BMI is sort of a BS measure. You're probably gaining weight with muscle, which is a good thing.

At my gym, they have this fancy machine that measures all kinds of stuff (electrodes on your feet and hands). It produces a detailed report and BMI is sort of listed off in the corner and not emphasized.

Electrodes on your feet? That sounds equally b-s.
