He's 7. Don't tweeze, and don't pay the high price for threading.

You can buy electric clippers especially designed for cleaning up areas like necklines and eyebrows. They are much less painful (good for the kid) and can be used again for no additional cost if the hairs grow back. Here's just one sample and they work fine.

I only did a quick search. There are many options, so check out the reviews and research a little to get the one that best suits you and your priorities, but this is an inexpensive option that will get the job done at home, painlessly and allow him to keep his privacy. I know many kids that age who would never want to go someplace like a threading salon to get this done.
