Outdoor lunch in Tysons/McLean?

Somewhat OT, but why is there so little outdoor dining in the DC area? Yes, there's some, and I get that this isn't exactly Los Angeles or Miami, but..

Patsy’s has permanent covered outdoor space as well as a tent.

Lebanese Taverna in Galleria has outdoor space.

Bear Branch Tavern in Vienna has a large outdoor patio.
