You could get 35 footlong sandwiches at Subway and everyone gets half of one. But at some point I think it's better to give up on the meal and shift to just snacks or dessert if this is your budget and guest list.

You could grill burgers&hot dogs, salad, can beans. Can't get fancy on the burgers or bread or beans or salad.
Pack of hot dogs is about $4 now.

OP, please stop being cheap. There is nothing worse than a host who rudely counts every morsel for a party. Your guests should be comfortable not in fear or eating more than a scoop or a bite or more than one drink b/c you are being cheap.
You are not 21 and in college.

Either throw a proper party or do not have one at all.

I think if I were you I’d look at $750 as the cheapest possibility. I’d do the CFA menu that a PP posted and supplement it with $250 worth of platters (fruit, veggie, cheese sandwiches) and drinks from Costco. You don’t have to buy everyone steak and lobster but you don’t want to be silly cheap either.

I am assuming you don’t want to cook or grill or your question would not have been about catering. And Subway is disgusting—don’t do that.

It is not rocket science. OP knew the number of people and had a budget number. Dividing those 2 shows the amount per person. I
If you can barely buy lunch for $7 a person, it should have been pretty easy to figure out their number was too low.

I would look at Safeway. Not sure about $500 but their platters are pretty reasonable so maybe.

I like Red Robin catering, but as PPs mentioned, it's going to be more than what you're looking to spend.

The taco bar or burrito boxes at Chipotle are $8.75/pp so you could do that around $500 not including tax or drinks or anything else. But it’s a start and it’s good and oriole will like it.

Otherwise, our office standard is Costco. Those turkey roll ups are insanely good and pretty cheap. The sheet cakes also are a steal for how many they feed.

Assorted Pasta salad/potato salad/green salad $160
Box of assorted crackers and a few big blocks of cheese $40
Bags of munchies $20
veggie trays $30
Sheet cakes or cookies $50
Canned sodas/water bottles $100
All this comes to $500
