DH picked the name for DD1, vetoing all my ideas for DC2

Last time you picked a name off of his list of suggestions. This time he can pick a name from your list of suggestions.

Of course you helped pick it. You could have given them your maiden name, which you didn't have to change but chose to. These are your choices.

We gave our DD my last name (I’m the DW) and our baby on the way will also have my last name. It’s just a unique but easy name that goes with everything. DH’s name is challenging, so our DD has his last name as a middle name.

I disagree with you saying that he "picked the name" for DD1. It sounds like a joint effort, in which you used a veto. Perfectly fair.

If you are truly not agreeing on ANY of the names, I'd pick another half-dozen names.

Or you could open it up to DCUM!
