Your greatest difficulty might be boathouse space- unless some was freed up during COVID, they're pretty full, often with wait lists.
If you can find a coach who's plugged into the rowing community, you can negotiate some things like trailering your boat(s) with another team's, borrowing/renting equipment, buying things second-hand.

Or Op can buy or build a boathouse if money is not a factor

Northern Virginia public school. $400 in Fall and $1,100 in spring for official school dues. Plus $500 for travel costs for Philadelphia regatta and then nationals.

Plus $1,200 for summer season plus $800 for travel costs to regattas.

Plus $1,400 for weeklong summer camp (separate from the summer season).

Plus $800 for a week

Plus $1,000 for fall season plus $600 for travel costs to regattas.

$400+$1,100+$500+$1,200+$800+$1,400+$1,000+$600 = $7k.

What's that? You don't plan on rowing this summer. Maybe you'll do a day camp at Navy? And you want to do Model Congress in the Fall?

Yeah, good luck with that. If you don't show your coach your commitment by being there for his programs during the summer and fall seasons, why on Earth is he going to show any commitment to you in the spring? It's just business.
