Good news! It use to, but there were lots of school trips with parent chaperones.

You are way overthinking this. First off, the zoo is free if you don't park on site, so you needn't feel bad if you leave after seeing just one thing.

When my kids were that young, we would park nearby (can usually find a spot a few blocks away, say on Macomb) and one parent leaves early to get the car.

Pack lunch and eat at one of the tables. Carousel ride if it's running.

I would definitely recommend the Small Mammal House for kids that age as well. Lots more bang for your buck.
