It’s irrelevant. That lane legally belongs to that driver, speeding or not. Anyone crossing lanes must yield to a vehicle already in that lane. |

| However you describe it, it's a reason why I no longer take the chance of turning on a yellow light. Where I live it is totally common for people to speed up to get through a yellow light and you enter the intersection at your own peril. |

If you are making a left turn without a turn arrow, you are allowed to pull out into the intersection and then complete the turn on red to clear the intersection. Two cars are not allowed to do this. Per VA law, if you enter the intersection prior to it turning green, you may turn to clear the intersection legally. https://law.lis.virginia.gov/vacode/46.2-833/ Steady amber indicates that a change is about to be made in the direction of the moving of traffic. When the amber signal is shown, traffic which has not already entered the intersection, including the crosswalks, shall stop if it is not reasonably safe to continue, but traffic which has already entered the intersection shall continue to move until the intersection has been cleared. |
In Virginia, they are all blinking yellow arrows now. No more left turn yield on green. So yellow doesn’t mean it’s about to turn red. And Virginia is a contributory negligence state, so the other driver’s behavior does matter. |

| Yeah OP you are at fault. There is no way that the car "suddenly appeared" even if they were speeding. You just didn't notice them or were being inattentive or thought that they would slow down and stop when they didn't. |
