You do realize that the idea of "best smelling" is very subjective?

That being said, I really like Aubrey Organics Honeysuckle Rose shampoo and conditioner. I think it smells heavenly and I can smell it on my hair through the day (I have long hair).

I love the smell of my cheapy L'Oreal shampoo and conditioner and the fragrance lasts a long time, but PP is right--it's so subjective. For fragranced lotions, I've always been partial to Bath and Body Works.
