Sadly I don't think even Bondi or Noem are going to jail. Miller, the most cruel person in this administration, is not going anywhere because he very intelligently chose a role of mere advisor, so he's not legally responsible for anything department-related - but everyone listens to him, and Noem took orders directly from him.
Mullin, if he plays his cards right, will be just a harsh but not entirely despicable leader of DHS. But the type of leadership at DHS is not actually important here.
What's important is this -
Democrats must not to cave, under any circumstance, about ICE enforcement conditions. All ICE agents need to be easily identifiable, have body cams that are active during interactions, and be limited in their entries and searches. I don't think this is in the Dem playbook, but it should: ICE detention centers should allow visits by state and federal representatives at all times, and staff up on every aspect of their mission that's not linked to arrests. There aren't enough legal services, administrative employees, catering services, medical services, janitorial, building, operations staff, etc, for detainees to be treated humanely right now. All Trump did was massively scale up the employees that arrest and detain people, but all the support side is missing and this is actively hurting detainees. What you see outside during arrests is how ICE behaves when they know people are recording. There have been homicides in detention facilities, perpetrated by prison guards. WE NEED TRANSPARENCY IN THESE DETENTION CENTERS. By the way, they have plenty of money to take care of all that. They just don't want to - so they should be forced to.
