Matt Frumin says it would be temporary, because that's what you say when you plan to make it permanent. I dunno. Maybe DC could instead just cut spending?

Total spending by the DC government has gone up by about 30 percent over the past five years.

Apparently that's only the beginning. Nadeau wants a new tax on food deliveries, and also a new tax on people's investments.

and they have to make severe cuts because the federal government is not letting the city spend a billion dollars of its own money.

I used to work for DC Government. There are soooo many places to cut that don't effect social services.
