Virtual Virginia summer PE sign up question (APS)

my kid is a freshman this year and would like to take PE through virtual virginia this summer. I remember from last year when he was in 8th grade that I was not supposed to sign up myself but was supposed to go through the guidance counselor. Is that true again for this summer or does it change once the kids are in high school already? I would ask the guidance counselor but I am already bugging her about something else.

"Can a family register their student directly with an online provider?

"Families are not able to enroll directly with the online provider. Families must use their school’s link (https://forms.gle/gsErRNraZVM2Wjho9) to submit a request. The counselor will review the request and approve or deny it. Then the families will received an email from the Virtual Learning office with more information."
