I tried to do this last year, because the MCPS schedule didn't work with something else my kid had to do last summer. The bureaucracy totally defeated me. I looked up the regulations, I researched the MDSE approved vendors (Apex was one). I emailed the counselor with all the information and the justification as to why my child could not do the MCPS provided course. After a long delay, the counselor indicated they would have to check with Central Office. Another long delay and then I was told that Central Office said no. I asked who/why and the counselor indicated that they did not have that information. I emailed the Principal to ask who at Central Office would make that decision, so that I could communicate with them about the reason for the decision. Multiple communications with the principal that she didn't respond to, and it was already part-way through June and I just gave up.
So best of luck to you, and if you figure out who at Central Office is responsible for these decisions, or what criteria are used to make those decisions, please share that information.
