DPR registration "error" - any recourse?

Last year, my DPR account said I wasn't a resident - even though I've lived in DC for years, and went through the DPR residency verification process - and that my kids, who are listed on the account, didn't exist...that there was no one in my household who was "age eligible" for camp.

The first time this happened: we got screwed. No camp.
The second time: in an hour-long emergency phone call, I got it fixed in time to register one kid for a class (which they're still attending.) Success!
Today, I go to register for spring break camp...and once again: am told I'm not a resident, and have no household members who are age eligible for spring break camp (even though, again - one of them is currently registered for a DPR class for precisely that age range.) No one at DPR is answering the phone or responding to emails. I'm in the queue - roughly 2000 deep, so who even knows if there will be any spaces available when I come up to register - but even if there are, I won't be able to claim them. AGAIN.

If this was the first time I'd encountered this error, or if I hadn't managed to get them to fix it already - shame on me, maybe. But this time: shame on them. Literally. How on earth could this happen, given the givens? Is there any recourse at this point? Like literally... are there any options that could result in getting spots, even waitlist spots? Would complaining to the city council do anything?
