I don’t understand the benefit of this. You save a bit on registration fees but Virginia has a property tax which is a lot more than the registration fees.

I think some of these people have racked up a bunch of tickets and fines in their home state, so if they went to register in MD the state would make them pay up. So they register in another state to avoid that for a bit.

The type of person to commit registration fraud may also just never pay the VA car property tax.
