What do you mean by “safe”?

They’re still covered in snow, but the snow had gotten dramatically softer and more walkable. Safe enough to limit slips and falls, not safe for non-waterproof footwear.

My kids have been at our neighborhood playground in Silver Spring practically every day. Put your kids in snow gear and go outside!

My kid has been playing on the playground at her school since the Thursday after the storm.

My kids love sending ice chunks down the slide in the winter. Bonus points if it's one of those twisty slides. Yes, they check to be sure no one else is in the path.

Three states but all within an hour of driving. I would assume anything within a driving distance is an acceptable answer for what OP is seeking. Try using your brain next time so we don’t have to spell it out for you.
