Dog with inoperable hernia

I picked up my new dog from the shelter yesterday. I had no clue she had a hernia until I signed her adoption papers. When they spayed her they said the vet couldn’t fix it and to follow up with a different vet although her medical report describes it as inoperable. She has a hernia sticking out from her belly that’s about as long as my thumb. I never held her or lifter her so I never saw it until yesterday. Does anyone have a vet rec who can do this operation? If your dog lives with it any complications?
