Why do my sandals feel soggy and mushy inside with the heater on set at 78 to 80 degrees?

During the summer with the air conditioner on full blast they felt so comfortable.
But right now with the heater on it is the complete opposite. The are soggy and mushy while standing and walking. |

Why is summer more comfortable for sandals? Shouldn't having the heater on high = replicating summer temperatures? But its not working.
